Municipal records clerk Liesbeth Maes knows how to file the city's unfinished business. Then a budget-cutting order sends her into a forgotten basement vault filled with letters that were written, addressed, stamped, and never delivered. All are scheduled for destruction.

With the vault days from being shredded, Liesbeth must decide which words deserve an audience, which should remain sealed, and whether an apology can still count when it arrives through the wrong person at the wrong time.
