Investigative journalist Efua Ama Mensah trusts records more than rumours. Then a public voting file shows her own shadow backed laws raising her rent, pricing her son out of healthcare, and marking their Nima compound for demolition.

Each day at solar noon, Accra’s shadows detach and walk to a windowless parliament no human can enter. Forty-seven minutes later they return without explanation. At midnight, their decisions become law.
